Select New Server
First of all, visit this link, here you’ll find graphic detail about steam bandwidth 48 hours ago.
This graphic showed you how busy this server’s bandwidth, shorter the graphic, less gamers playing in the server. However, you should search nearest server with you, and also the shorter graphic. For example, when you’re in Indonesia, select Singapore or Malaysia server. Don’t choose New Zealand server since eventhough the graphic is short, the location is a bit far from internet connection you had.
To select new server in Steam, you’d just have to open Steam. Then select Steam -> Settings -> Download + Clouds menu. In Download region select the nearest region and provide short graphic. Also decide connection you used in Approximate speed of yout internet connection menu then click on Ok.
Then Steam will need to restart, do restart so that the setting you use would be succeed.
Improving Windows Speed
There’s another way you can use to accelerate Steam speed, but it is common to do and it’s not special to improve Steam. Not only accelerate Steam, it will also improve common internet speed. By using Windows QoS Packet Scheduler you can accelerate and remove the limitation of download speed.
Here’s the tips
Click on Win+R and type on gpedit.msc, then press enter.
Then there will be displayed Window Local Group Policy Editor, open folder Computer Configuration -> Administrative Templates -> Network -> QoS Packet Scheduler.
On the right panel, double-click in Limit Reversible Bandwidth, then select Enable and fill in Bandwith limit with 0%. Then, click on Apply and OK.
But the real speed is still depend on the provider you use, whether using modem or cable. If you use fast internet, then you’ll feel the difference.
