After Windows Programs and Features is opened, you can click on Turn Windows feature on or off.
Then tick on Hyper-V option feature, then click on OK.
Windows will start to do installation or activation of Hyper-V, after it finished, Windows will restart.
Now you can find Hyper-V in Start Screen.
